My theory? Because ministry pre-dates NiN, did industrial before NiN (and it could be argued taught industrial to NiN), plus AL Jorgensen never quite sold out or gained mainstream exposure to the extent that Trent Reznor did, thus expectations are higher for Ministry. Of course, I could be wrong.

On one hand, I am stoked that the album after "Hopiumforthemasses" is the last, so the molestation of the discography will finally stop. However, it's REALLY exciting that Al is bringing Paul Barker back to record their final album!!

Uncle Al says he will once and for all retire Ministry after another album or two. Not that we have not heard that before, but he mentions he'd like to re-record parts of "With Sympathy" since he did not have full control during the recording of it. I love the original, but I'd love to see what he can conjure up, since the past couple of original material totally missed the mark for me. :)

Depends on who you ask. :) I love the Bush trilogy and see it as a resurgence after their two albums after "Filth Pig". What we have been offered during the reunions, however, is.... Something. :P

Filth Pig and the next 2 albums are Ministry's creative peak, if you ask me. The Bush trilogy is fine but I can't get rid of the impression that Al was trying too hard to make another Psalm 69. Later albums have some killer tracks alongside stuff that is kinda mid or just dumb and bad.

I completely agree. I enjoy the Bush trilogy as well but I do feel that he was almost looking to capture that (Psalm 69) feeling again, to prove he could do it sans Barker. I have not evidence to back that up, nor do I claim it as fact, just my interpretation but I do enjoy the trilogy. I however categorize Ministry into two eras, formation until Barker left and everything after. I think an argument could be made that after the Bush trilogy is where a steeper decline began. Without the focus of the conceptual trilogy he lost a bit of focus. That's the best thing about art though, a million different interpretations and thoughts.
